The spokesperson stated that China has taken note of the relevant media reports. The Chinese government, in line with its responsible attitude towards the global semiconductor supply chain, has taken practical measures to exempt compliant chip exports for civilian use, creating necessary conditions for stable and smooth semiconductor supply chains. At the same time, it has urged enterprises to resolve internal disputes through negotiation as soon as possible.
According to the International Electronic Commerce News on December 18th, due to supply fluctuations from automotive chip supplier Nexperia, Honda has confirmed that its joint venture Guangzhou Honda plans to suspend production for three days starting from December 29th, directly highlighting the vulnerability of the global automotive industry in the supply of key semiconductor components.
As for the latest progress of the negotiations between Wentai Technology and Anshi Netherlands last week, the spokesperson said that the leaders of Wentai Technology and Anshi Netherlands held the first round of negotiations last week, explained and clarified their respective concerns, and agreed to continue communication. China calls on relevant enterprises to negotiate on control and supply chain restoration issues, and effectively restore the global semiconductor production and supply chain.
The Ministry of Commerce once again reiterates that the root cause of the Ansei Semiconductor problem is the improper administrative intervention of the Dutch government in the operation of enterprises. There is an old saying in China that the one who tied the bell must untie it. In order to completely eliminate the concerns of global companies about chip shortages, the Dutch government should immediately revoke the administrative order, promote the former executives of Anse Netherlands to withdraw their lawsuits from the corporate court, create favorable conditions for companies to negotiate, and restore chip supply to Chinese and foreign car manufacturers as soon as possible. The Dutch side should do its part to restore the security and stability of the global semiconductor supply chain.
It is worth noting that the Ministry of Commerce has repeatedly answered questions from reporters regarding issues related to Anshi Semiconductor.
On December 11th, at the regular press conference of the Ministry of Commerce, spokesperson He Yadong stated that recently, Wentai Technology sent a letter to the independent directors and equity custodians of Anshi (Netherlands), inviting them to come to China to negotiate on the control of the enterprise and the restoration of supply chain stability and smoothness, demonstrating their sincerity in solving the problem. The Chinese side has requested through the Dutch Embassy in China that the Dutch Economic Community consult with the Chinese side to reach a consensus and push for Anse (Netherlands) to send people to China as soon as possible. The Ansei Semiconductor issue was caused by the Dutch government's improper administrative intervention in business operations. We hope that the Dutch side will take practical actions to promote the resolution of the Anshi Semiconductor issue.
On November 20th, a spokesperson for the Ministry of Commerce stated that on November 18th and 19th, government departments from China and the Netherlands held two rounds of face-to-face consultations in Beijing regarding the issue of Anshi Semiconductor. During the consultation, the Chinese side once again emphasized that the source and responsibility for the current chaos in the global semiconductor supply chain lies with the Dutch side. We urge the Dutch side to take practical actions, quickly and effectively promote the early resolution of the Anshi semiconductor issue, and restore the security and stability of the global semiconductor supply chain. The Dutch side voluntarily proposed to suspend the administrative order issued by the Dutch Minister of Economy and Trade under the Goods Availability Act.
The Chinese side welcomes the Dutch side's initiative to suspend the executive order, believing that this is the first step in the right direction towards a proper solution to the problem. However, there is still a gap between resolving the root cause of the turbulence and chaos in the global semiconductor supply chain and revoking the executive order. At the same time, the erroneous ruling by the Dutch Ministry of Economy's corporate court to strip Wentai Technology of its control over Dutch Anse remains a key obstacle to resolving the issue. We hope that the Dutch side will continue to demonstrate a sincere willingness to cooperate with China and truly propose constructive solutions to the problem. Both parties agree to cancel administrative intervention and support and promote enterprises to resolve internal disputes through consultation in accordance with the law, which not only protects the legitimate rights and interests of investors, but also creates more favorable conditions for restoring the security and stability of the global semiconductor supply chain.
